Launch of BS 8593: Code of Practice for the Deployment and use of Body Worn Video

On 14 June 2017 BSI launched BS 8593: Code of Practice for the Deployment and use of Body Worn Video (BWV). This new standard is a valuable document that sits within the CCTV/VSS suite of standards which creates a framework for the use of CCTV and surveillance equipment in public and private space.
A horizon scanning event held in 2016 determined that there was a real need for the new standard as BWV becomes more common place in both the public and private sector. The standard takes into account new technology developments in the sector, the application of technology and any relevant legislation. It is a voluntary standard that contains a basic set of recommendations for using BWV and most importantly it is tech neutral which means it will remain up to date and current as BWV evolves.
One of the speakers at the event was Anne Russell from the ICO who explained that this standard is an important step to creating regulation and compliance within the industry. Increasingly the general public and action groups are raising concerns about the use of personal data and the impact on the privacy of those recorded. Balancing security and privacy is essential and the standard helps organisations to achieve compliance by considering data storage, systems, processes and context. The reason for recording must always be assessed against the privacy intrusion and the processes by which this can be done are contained in the standard.
While respect must be given to the questions around privacy, Inspector James Ellis from the Metropolitan Police also spoke at the event about the opportunities that BWV can create for those working in the public sector as well as those working alone in the private sector. BWV has been rolled out gradually across the Met and to some forces in Greater Manchester and there has been positive outcomes on crime rates. Inspector Ellis also welcomed the new standard as a tool that can provide advice and support for those using BWV as well as creating a framework that enables BWV to be used appropriately and proportionately.
